I had to create something similar to what you are requesting. It's a VB script that uses the MBInfo tool to grab current mailbox sizes and then grabs Mailbox Limits from Active Directory (ie Warning Limit, Prohibit Send Limit, Prohibit Send Receive Limit) It then writes all this information to an HTML page that is updated every 30 minutes. Our HelpDesk is able to use this when users reach their limit and I don't have to give them any rights to Exchange. E-mail me and I will show you what it does.
