I am new to this group but hopefully, someone can assist on this issue. 
If not, perhaps direct me to another forum?  We use OWA, exclusively, on
front-end servers with a clustered back-end Exchange 2000.  A job
requirement is to disallow use of the Global Address List (no entries are
allowed to be visible), but hiding the mailboxes is not an option due to a
secondary requirement.  I have created a group which explicitly denies
rights to the object All Global Address Lists and have removed the
everyone & authenticated users group but the objects still appear when
using the To/Search feature on a new email in OWA.  Is there a way to
achieve both objectives?  Hide the GAL Entries from view but not hide the
mailboxes?  Does the permission need to be modified on the Global Catalog?

Ideas?  Suggestions?  Reference Articles?
