I would suspect the system is replaying the queue.dat file found in the imcdata folder. I would hazard a guess that all the messages being "replayed" if you will are all SMTP. Stop the Internet mail service then rename/move/delete the queue.dat file and then restart the service. This should correct the problem. Provided I guessed the origin of the problem correctly.
