How do you know it's relaying?

Very very odd.  Before today we could have relay test sites check our mail
server and they would always come back as not an open relay.  

So today I get a developer that wont do authentication and needs me to relay
his stuff.  I tell him no and show him how its bad, then we remove the
routing restrictions "temporarily" to show it to him working... then I
immediatly turn authentication back on...  but wait..... Its on but its
still relaying!

has anyone ever seen this?  We cant get it to stick so we are going to
format the server and reload everything from backup.  At least its not a
mailbox server.
