Microsoft actually recommends it a best practice to run Exchange 2003 forestprep/domainprep before installing the Exch2003 ADC. SO your issue is something else. We have done this exact scenario several times in our lab. Actually the lab is one server running VMware GSX, all 6 servers used in the test are virtual, btw this really works well and saves tons of money.
