For some reason the setting is not being enforced as the partition on which the logs are homed filled up last night and dis-mounted the Store. I even verified through ADSI Edit that the MSExchESEParamCircularLog attribute was indeed changed to 1. Does circular logging just not work in 2000, or am I missing something?
