To clarify, typically NDRs go to whomever they are addressed to. What goes into badmail is typically messages that are NDRs of NDRs. That is, your machine can't deliver some message, so it wants to NDR it, but in fact the message that it is trying to deliver is itself an NDR, so there is no sender to send it back to, so instead of just deleting it, it sticks it in the badmail directory. The .BDP and .BDR files associated with the .BAD file are diagnostic or result codes associated with the badmailing of the message.
In general, it is safe to delete any files in that directory. If the Exchange server didn't know what to do with them, odds are you won't, either. To make yourself feel better, you should look at some of them (I suspect you already have) to get a feel for what they are, so you don't feel so bad about deleting them.
