Right, modify the manager. You can only modify the "manager" property - the "reports" property (LDAP name: directReports) is only modified by the AD system (ref: http://msdn.microsoft.com/library/en-us/adschema/ad/win2k_a_directreport s.asp). Everyone who has the same manager will automatically show up as direct reports of the manager.
