The only case that I am aware of where the language setting of the browser (and that's what defines the language of OWA that you see: the languages set in your browser, on IE it's in Tools -> Options -> Languages...) persists is where the user has never logged in before. On the very first login of a mailbox, it sets the languages of the persistent folders (Calendar, Inbox, etc.) to the language of the client that you're using.
But for subsequent logons, I can change my browser language willy-nilly for demos (when I'm giving presentations to customers, I often switch my OWA to their language for the wow-factor) and go back to US-English with no adverse effects. As for his Outlook 2000 changing a well, unless this time he logged in in Poland was the very first logon of his account (and thus his folder names are Polish), it doesn't make any sense. In order to get the Outlook 2000 UI in Polish, you have to install the Polish version of Outlook!
