Yes, but only if you ran it AFTER online maintenance purged the deleted items. Eseutil only purges the whitespace, which only gets created by online maintenance. Do what Andy suggested, and set maintenance to run always, wait a while and check event 1221 to see how much whitespace you have. You can then run eseutil again to recover that whitespace.
