Assuming by "set up a mailbox" you mean create one for a user account, the
person needs rights to modify the user account itself, and then Exchange
View Only Admin role for the administrative group.

What specific rights does a person need to have to set up a mailbox for a
user?  I dont want that person to have full admin rights, and right now she
does.  She is not able to create the mailbox with Domain User rights.
