My general design plan (which may not be applicable here) is to worry more about the storage group level. I'd design a SG with 4 private information stores and create those databases at the outset. Then through day to day operations, I distribute users over those storage groups. I'd rather have 4 5GB databases in a single storage group than 1 20GB database. Now, there's some SIS downside to that approach, but in general I tend to like it and if necessary try to group users with like job functions on a particular database to improve SIS if it is really an issue. YMMV
