You would probably get a lot better support on a request such as this from
an SBS newsgroup or list.

Subject: Upgrade 5.5 to 2003

Running Exchange 5.5 on 2000 Server and upgrading to SBS 2003. I assume that
I will want to upgrade exchange to 2003 first (after running ADC) then
upgrading the OS to 2003. Or in this scenario will I be better off just
creating a new server altogether? (Hardware is not an issue) (This server
will also assume the domain master roles, be internal DNS be a DC
etc) Being forced to merge alot of servers into one since we updated
hardware from P3 500 systems.
