You do not need a FE/BE setup. Any decently modern hardware will barely notice 100 users. Besides, a FE/BE setup doesn't really reduce the CPU load on the mailbox server unless you are doing SSL.
Also, to do FE/BE you need the enterprise version of exchange (at least for Exchange 2000 - not sure about E2k3).
