I've used Quest for... well, before it was bought by Dell, without Professional Services. Have migrated Exchange 2003, 2007, 2010 and IMAP mailboxes to the cloud. It won't migrate the Notes folder but fortunately that hasn't been too big a deal for us- we just make a small pst for the very few people that use them and import afterwards.
The very few times I had a question or support was needed, just opened a chat window or a ticket, and went from there- they were pretty responsive. We bought in bulk, I don't know the actual figure but the per mailbox price went down nicely. If you're migrating from Exchange, might want to check out CodeTwo- Used it to migrate Public Folders from a separate Org once- don't have anything more to share with that product other than it worked and didn't have any problems setting it up... Quest is expensive. The last time I checked with them, they won't license just the product to a company. The company needs to purchase a Professional Services engagement as well. I have used the Quest (migration tool) to do some Domino to Office 365 migration tools to do an EMAIL migration. I have also used MigrationWiz to do Gmail and Office365 to Office365 migrations. And the Exchange Hybird migration to migrate on-prem exchange users. All for mail. I have not done any sharepoint or onedrive migrations with any of the tools.
