Receive connectors are not used for Exchange servers within a site. Messages are handled by Transport and Mailbox directly. You should be able to find a transport diagram on Microsoft.com/downloads that illustrates this in minute detail.

Our Organizational Transport Settings are set to allow both send and receive max message sizes of 100 MB. I verified that none of our users have individual max message size settings too. Do the Organizational Transport Settings override the settings on the individual Receive Connectors?
