We recently started migrating old PST archives back into our public folder 
hierarchy.  However, we have maxed out the capacity of our primary public 
folder mailbox and are currently getting the error:

"Cannot move the items. The message store has reached its maximum size. To 
reduce the amount of data in this message store, select some items that you no 
longer need, permanently delete (shift + del) delete them.

We have plenty of room remaining in our secondary mailboxes and are miles away 
from the 5 TB capacity.  Is there a way to manually reallocate folders from the 
primary to secondary mailbox?

The bottom of this article suggests I can either wait 2 weeks for auto-split 
(which is far from ideal) or create a new PF mailbox.  I've done the latter, 
but don't understand how this will alleviate the primary folder congestion when 
we already had sufficient room in the existing secondary mailboxes.
