I think we have an answer.

I logged into the O365 admin portal, went to the EOP page in another tab,
and clicked "Buy Now."

This is what was returned (verbatim - bad grammar not mine):

"Sorry, you can’t add that to your current account
doesn’t work with the subscriptions you already have. You need to sign up
with a new account."
