Since you are delegating permission, this falls under the category of 
delegates.   The only this will work is all the delegates have to be migrated 
at the same time as the person you are granting the rights from.

The issues I have are I cannot grant permissions to the calendar for mailboxes 
that are on premise.

What are the users seeing.  You should be able to see the calendars regardless 
of where the users mailbox is.

The only exception to this is Delegates.  If you move a mailbox that has 
delegates you need to move the delegates at the same time

I have a Hybrid 365 exchange 2013 with all traffic coming through the onpremise.

Has anyone got any good ideas for viewing calendars across premise or is there 
no way around this?
