No, this does not require federation, but does require an anonymous sharing policy assigned to the mailbox: Exchange 2013 configuration: https://technet.microsoft.com/en-us/library/jj853046(v=exchg.150).aspx Exchange 2010 configuration: https://technet.microsoft.com/en-us/library/ff607475(v=exchg.141).aspx Then you send an invitation to the other mailbox from Outlook or OWA. You can then subscribe to the calendar via Outlook, mobile device, or application via the special URL. Then the client that is subscribed periodically pulls Calendar updates from the URL.
