Correct. OWA connects to the Exchange Server you specified when you
installed OWA (in case of a standalone OWA server) or uses the server it
is installed on to query the Exchange directory and redirect the user to
the appropriate mailbox.
If it doesn't work you most likely have an Directory replication or
network connectivity issue.
