can they access the server if they use the fully qualified domain name for you exchange box i.e. exchange.domain.com

We recently upgraded to Exchange 2000 and everything was working ok.
However since a couple of days ago our Server will no longer allow users
running Windows 9X and Outlook 2000 to login. They can login via OWA but
when they try Outlook 2000 it tells them that the server is unavailable.
We have lots of NT/2000 users and they are all working fine without any
problems.
Can anyone suggest how we can resolve this.
