Is this a problem with I.E. or another browser?
If you send them an email with an attachment can they receive it ok?
If so can they successfully forward it back to you.

Having a problem with the OWA client. Users cannot attach files larger
than a few k in size. The user finds the file but nothing happens when
they hit the attach button. This is only on the front end server not
the back end.
