A bit late, but one explanation may be the following: Since ESE (Enterprise version) can contain 2^32 pages at 4Kb a page, that's 4,292,967,296 x 4096 = 16Tb (or 17,583,994,044,416 bytes)
Taking the assumption that the Standard version is capped at 2^22 pages, that's 4,194,304 pages. At 4Kb per page, that's 4,194,304 x 4096 = 17,179,869,184 bytes (or 17.1Gb). So, you've got about .3Gb left to go!
