I did a little searching and found that this feature is an add-in tied to
the client. I believe it is called dumpster.ecf.

Just have to figure out the best way to disable or uninstall this add-in,
preferably without the users knowledge.

In Exchange2000, there is an option to not purge retained deleted items
until they are saved to a backup set.  I don't believe the equivalent
feature exists on Exchange 5.5.

Is it at all possible to prevent a user who is aware of deleted item
retention from going into the recover deleted items menu and purging the
messages from there? We have dir set for 45 days.
