I assume you are using the pst19upg.exe to get the psx file?
The readme text for that utility states this:
Instructions for stripping PST passwords:
Instructions for stripping PST passwords:
1. Run: PST19UPG -x filename.pst
This process creates a new file with the name of: filename.psx
2. Run: PST19UPG -i filename.psx
This process creates another new file with the name of: filename.pst
after renaming the original filename.pst to the name of: filename.bak
So if you just have a psx file you need to run the utility again with the -I switch.
