How are you authenticating? Is your dial-up authentication also authenticating you into the domain? If not have you set your Outlook profile to prompt you for authentication when you connect to Exchange? Assuming you are actually connected and TCP/IP is good (can you ping the Exchange server?) then this is your next place to look.
