There is another option (I would really say it's a good one but hey)... Write the message you want to send to users and send it to yourself. Save the message as WELCOME.MSG and replace the WELCOME.MSG on each of your client machines (Do a search on for it as I think the location varies between Office versions).
That way when outlook would normally create the default welcome message, it will create your one instead.
