I thought Exmerge didn't work with 2007. I downloaded it anyway, but can't
get it to run since I'm missing Exch2K system files. I downloaded
dapi.dllbut now it's going to keep telling me other files I'm missing.

Does it really work (if I get the E2K files) or do I have to use
Export-Mailbox?

It doesn't appear at first glance that Export-Mailbox allows you to do the
process in two steps like Exmerge did. Correct me if I'm wrong, but it
appears that you can only Export-Mailbox to another mailbox, not a file (for
staging purposes).
