My recommendation, whenever you have multiple GALs, is to set the msExchUseOAB and msExchQueryBaseDN attribute values for all users.

We have three global address lists (let's call them Global Address List, E-List, and L-List) each with the same security settings, when I go into OWA 2007 and select the address book the default is not "Global Address List", rather "E-List1" followed by "All Rooms". I have to scroll down to find the GAL which is where I want to search. A couple of things I did find; when trying to reproduce in test I found that the displayname of my test GAL was "Default Global Address List", where in production it's "Global Address List". I seem to remember alphabetical placement being a factor. Also when I did get a different list to appear as default and then deleted the list it continued to appear in OWA... Any thoughts?
