I've talked with their admin...and he doesn't want to make any changes to his 
system.  I just wanted to make sure that I've done everything I can before I 
say, "There's nothing else we can do...you HAVE to change your system..."

We are continually having Newsletters rejected because of the anti-spoofing 
features on our Edge Transports.

I have placed the IP address of the sending server AND of the domain of the 
return address in the IP Allow List.  Frankly, I don't know what else to do to 
get these newsletters in to our domain. (This isn't something I need to restart 
the Transport Service for, is it?)

Here is the relevant part of one log entry from the Agent Logs:
4,Sender Id Agent,OnEndOfHeaders,RejectMessage,550 5.7.1 Sender ID (PRA) Not 
Permitted,Fail_NotPermitted,

We are running Exchange 2007, CCR with two Edge transports.  We have NOT 
upgraded to SP1 yet.
