Right now I'm still waiting for the ducks to decide if they want the exceptions made by address or domain.
If it's by address, I think it's going to be a matter of adding the exceptions as Contacts, adding those to a DL, and then adding a rule exception for anything from that DL. If it's by domain, then the exception is going to have to be a regex applied to the From: field. If we do it by address it's more granular and higher maintenance, but I can delegate the maintenance to someone else. We handle the email for about 15 different companies within the org. Some are more demanding than others. They got Exchange 2007 because Microsoft's salesmen did a really go job.
