The Exchange 2007 transport permissions model is a can of worms all by itself. As near as I can tell from the documentation, you have to set any permissions other than the pre-defined permission groups via the EMS, using the add-adpermissions cmdlet. On the properties of the connector, find the Delivery Restrictions tab.
