EMS can probably do what you want.  Here are some examples:

Use

Get-mailboxpermission MBXNAME | fl

To view permissions on a mailbox


add-mailboxpermission MBXNAME -accessrights fullaccess -user 
"Domain\Userorgroupname"

to add someone with full control

or

remove-mailboxpermission MBXNAME -accessrights fullaccess -user 
"Domain\Userorgroupname"

to remove full control permissions.
