Turns out that there is a diag level just for NDRs... I jacked it up to minimal. Tested, and it does do the trick! Won't be much traffic for that level of logging I imagine... Sam

But the app log events still go back 10 days so that is fine for our PF server. We have it set to Medium per the original article I worked from however that article no longer exists. This new article indicates it could be set to Minimum as well. You may want to test with it set to minimum to see if the event is generated at that level. Peter Dahl. Event ID 2028 is logged only when you use Exchange System Manager to increase the diagnostic logging to Minimum, to Medium, or to Maximum in the following tree view: MSExchangeIS\Public Folder\Transport Delivering To increase the diagnostic logging level, follow these steps. Note Because there are different versions of Exchange Server 2003, the user interfaces may be different for Exchange System Manager. 1. Start Exchange System Manager. 2. Expand Administrative Groups, expand AdministrativeGroupName, and then expand Servers. 3. Right-click Exchange_Server, and then click Properties. 4. Click the Diagnostics Logging tab, expand MSExchangeIS, and then click Public Folders in the Services list. 5. In the Categories list, click Transport Delivering. 6. I wish that the NDR would at least be logged in the event viewer, then I could just script an email to the user when a NDR was 'supposed' to be delived to the public folder.
