I developed a mailman clone under contract in PowerShell (I was originally told 
that they would allow me to release the code, but the client decided not to).

It's really not that difficult. They come in quite handy, but they can 
seriously suck bandwidth for large lists.

Anyway, Exchange 2010 has lots of work that improves distribution group 
capabilities to be "closer to" mailing lists.

IMHO, just get a cheap Linux box and run Mailman (free and excellent).  Once 
people see how awesomely useful Listservs can be, you'll get requests for more 
of them to be setup anyway.

Quick Question…
We are trying to set up an internal listserv on our Exchange 2007 server.  It 
will be small (about 10 users) and it will be strictly internal.  Is this 
possible through exchange without using any add-ons? (or any expensive add-ons) 
 And if so can anyone point me in the right direction as I have been searching 
for an answer to this for most of the day.  Thank you
