Never mind.. The answer was run get-transportagent showed that the transport rules agent was disabled for some reason. Turning it back on fixed the issue.

I create a transport Rule that should be org wide. The Rule works on the Earth server but not the Mars server. Outside of latency why is this? I have a hub server in both sites that shows the correct rules.
