That is an org level setting on the properties of the entries on the Remote Domains tab. It can be allowed for specific external domains or all domains but I am not aware of a way to allow it only for an individual sender to many domains.

I think there's a setting somewhere on Exchange 2007 that says..."Do not auto-forward outside the company".
