Can you use a Recovery Store?

All -- I'm drawing a blank on this scenario, could use some help. I have an Exchange 2003 Information Store (.edb, .stm) with no defined mailbox store in ESM.They are 2 flat files sitting on disk. How do successfully mount this information store ? I try and create a new Mailstore and point to the databases, but that obviously doesn't work.
