Didn't I recently write a blog about that? Maybe not...but I've seen that issue on several clients lately. I think some patch-Tuesday must've made this worse but I've not tracked it down to anything specific so far.
On a way to force an Exchange server to be in a specific site, biggle on NetLogon AND SiteName (it's a registry change to the NetLogon service to force the Exchange server to be in a particular Active Directory site).
