I have seen this myself. The error you receive is: "You don't have sufficient permissions. This operation can only be performed by a manager of the group."
If you attempt to add people to the Managed By or Members with the typical Exchange Management rights, it doesn't work. Even on SP1 RU2. If you're in the list of Managed By of the security distribution group it works. It works from the shell, as mentioned, with the -BypassSecurityGroupManagerCheck switch for either function. It works in ADUC, but it's a wee bit annoying.
