Not sure about a default through OWA but you can change the dictionary setting
per mailbox, i.e.
Set-MailboxSpellingConfiguration <mailbox> -DictionaryLanguage
EnglishUnitedKingdom
Are you setting SingleItemRestore on your mailboxes as part of the provisioning
process? You could also run this?

Folks,
I am now totally confused by the OWA Language settings on Exchange 2010 SP1.
It appears if I set the "defaultclientlanguage" and "logonanderrorlanguage" to
2057 (English (UK)) new users are not asked for any language settings when they
logon, but the default spelling language is still set to "US English" rather
than "UK English".
Has any one else had issues with default languages...
