As far as I know Mailbox Access Auditing is the only thing that would do this.

Absent that, if it's critical you could use a PS script running as a scheduled 
task that would periodically check the Inbox for emails that haven't been 
moved, and the customer service folder for emails that haven't been read or 
replied to within a certain amount of time.

Hi guys,

Got a question.

Using Exchange 2010 and Outlook 2007.

We have a mailbox that receives all of our incoming customer mail. We have 
about 7 customer service people that have this mailbox added within Outlook. 
Our secretary triages the incoming mail and copies each email to one of about 8 
folders, depending on what category they fit into.

The problem we ran into today is that one of the customer service people sent a 
reply back to a customer 23 hours after the email came in, which is too long. 
When I approached her about it, she said it wasn't moved into the folder she's 
supposed to monitor until about an hour before she replied to it.

My question is, are there are utilities, or any native capabilities within 
Exchange/Outlook that could tell us when an item was moved or copied into a 
folder?
