Arguably, this is actually a design flaw in Exchange, all the way from Exchange 
4.0 up thru Exchange 2007. It was possible for an end-user to purge items out 
of their mailbox, regardless of the retention period set by the Administrator.

This was corrected in Exchange 2010. But because it is a breaking change, in 
Exchange 2010 it is optional and configured on a per-user basis.
