Does the PF hierarchy object actually exist in the old admin group?

It should have a DN like this:

CN=Public Folders, CN=Folder Hierarchies, CN=<old-admin-group-name>, 
CN=Administrative Groups, CN=<organization-name>, CN=Microsoft Exchange, 
CN=Services, CN=Configuration, DC=<example>, DC=<local>
