If the actual body of the message is empty and the encrypted email is transmitted as an attachment to the email, it could be the same bug.
I would want to see the message in .msg or .eml format before making a conclusion (and CSS would ask for that before handing you the IU). We upgraded to SP3 over the weekend and are now encountering a bug whereby sometimes if a user receives encrypted mail they are unable to delete or move the item when in Online Mode or OWA. They are able to delete or move the item in cached mode (however it doesn't appear to actually be taking action on the item if you look from within OWA). This seems very similar to http://support.microsoft.com/kb/2822208/en-us, just with encrypted mail. Anyone else seen this?
