My idea for that was to automagically create a bugzilla account for
each package, which would be the assignee or on the cc list of
relevant bugs, and to automagically add it to the maintainer('s,s')
watchlist(s) based on the metadata. The nice thing is that that
allows people to manually watch individual packages that they're
interested in. The not-so-nice thing is that it makes it harder for
maintainers to search for bugs that they should be taking care of.
