For system it wouldn't be done as an alteration. These days, system
is a set magically containing something like:
system::arbor
system::foo
system::bar
and then each repository defines its own system::repo set. There might
be cases for supplementing system in extra repositories (e.g. if
someone does a BSD port outside of arbor).
