Effective right now, iputils and net-tools have been removed from the system set, and have both been added to the stages set, along with net-tools' successor, iproute2.
I recommend that developers and cool users remove them so that we can track down packages which may have undeclared (be it undeclared in upstream, or by us) dependencies on iputils or net-tools.
