yes, but you need to recompile exim in order to change it, and if this
is done it will be usually done to increase the number of available
variables, not to decrease it.
That will still break things because of the way the variables are
stored as a single list of values, with, currently, 0-9 being one kind
and 10-19 being the other kind.
but acl variables are stored that way in queued messages ? then maybe
it will be better to split them in two lists ...
